DfT's new framework for specialist transport advisory services.
The Department for Transport (DfT) intends to establish the STARFour Framework, a fourth-generation closed multi-lot framework agreement to succeed the STARThree Framework (expiring July 2027). It will provide specialist technical and commercial advisory services across all transport sectors, supporting DfT, its arm's-length bodies (ALBs), and other qualifying bodies. The framework aims to encourage SME participation, promote innovation, and deliver value for money through mini-competitions and direct awards. It is essential for addressing transport challenges such as net zero strategies, decarbonisation, multi-modal integration, and industry restructuring.
