The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is procuring an Automated Biometric Identification System (ABIS) for Guatemala. The system will support law enforcement and border security by capturing, storing, and matching biometric data (fingerprints, facial images, etc.). The contractor must provide hardware, software, installation, training, and maintenance. Requirements include compliance with U.S. export controls and Guatemalan data privacy laws. The contract is expected to be multi-year with a value likely exceeding $10 million based on similar past procurements.
