4-year framework for SEND, looked after children, and vulnerable adult transport.
London Borough of Hackney is establishing a 4-year open framework for passenger transport services for children with Special Educational Needs and Disabilities (SEND), looked after children, and vulnerable adults. The framework is divided into two lots: Lot 1 covers home-to-school transport for SEND children using minibuses, people carriers, or taxis; Lot 2 covers ad-hoc journeys for looked after children and vulnerable adults. Providers must have proven expertise, comprehensive safeguarding training for drivers and assistants, and comply with TfL taxi licensing and emissions regulations, with a progressive shift to lower-emission vehicles. The council has statutory duties under the Education Act 1996 and Care Act 2014 to provide these services.
