Cornwall Council seeks pilot for tenant education and tenancy sustainment programme.
Cornwall Council is exploring a time-limited Tenancy Academy pilot to support tenancy sustainment, prevent homelessness, and reduce demand on temporary accommodation. The pilot will deliver flexible, cohort-based education and skills interventions for households at risk of tenancy breakdown, including those in temporary accommodation and social/private rented sectors. Focus areas include financial capability, tenancy knowledge, and tenant-landlord relationships. The pilot aims to generate evidence on cost, effectiveness, and value for money to inform future service design. This is a soft market test; no confirmed contract value yet.
