Plymouth City Council seeks a Development Partner to design, commercialize, and deliver low-carbon heat networks in Plymouth's South Coast and Derriford areas. The partner will initially work through a development stage up to an approval gateway, then potentially proceed to delivery via a special purpose vehicle where the council holds a golden share. The scheme leverages a waste heat source from South West Water and has interest from public and private entities including universities, police, and cultural venues. The council has secured Green Heat Network Fund grant funding; the partner will provide remaining capital. The contract includes an evergreen shareholders' agreement, with estimated value and duration provided for system purposes.
