Birmingham City Council is directly awarding contracts for mentoring services under the SAFE (Support, Attend, Fulfil, Exceed) programme, a schools-led response to serious youth violence. The service will cover 36 secondary schools with a minimum of 620 referrals, providing weekly term-time mentoring for at least six months per referral, plus complementary afterschool and holiday activities. The aim is to improve socio-emotional regulation, behaviour, attendance, and reduce vulnerability to serious violence. Providers must deliver mentoring aligned with school attendance guidance and demonstrate experience in youth intervention.
