UK PACT seeks legislative drafting support for Bangkok congestion charge policy.
The UK PACT programme, managed by Palladium International, seeks a qualified supplier or consortium to provide technical assistance to Thailand's Office of Transport and Traffic Policy and Planning (OTP) for developing a congestion charge policy in Bangkok. The assignment involves legislative analysis and drafting to turn existing feasibility studies into a legally viable framework for implementation targeted at 2029-2030. The work is structured in four phases from July to December 2026: inception, legislative draft development, government stakeholder consultation, and legislative recommendation. Suppliers must submit applications to expertdeployments@ukpact.co.uk.
