UKHSA seeks Tier 1 contractor for new health security campus in Harlow.
The UK Health Security Agency (UKHSA) is seeking a Tier 1 construction contractor for the design and build of a new national health security campus in Harlow, Essex. The campus will consolidate UKHSA's specialist scientific facilities from Porton Down and Colindale, along with its London headquarters, into a single integrated site. The scope includes a new science and headquarters building for around 2400 staff, medium-containment labs (CL2/CL3), office space, logistics facilities, an energy centre, and site-wide infrastructure. The high-containment CL4 lab is excluded and will be delivered separately. The programme targets full operational readiness by 2038, with main construction in the late 2020s to early 2030s. This is preliminary market engagement to test delivery models; no procurement has been launched.
